On leaving the European Parliament in 1999, former MEP and founder of the European Centre for Public Affairs, Tom Spencer, determined that he should take the opportunity to write. The 15 essays contained in this book are part of the result. They have been written on the boundaries between academic consideration and practitioner reality, and between public affairs and politics. If journalism is “the first draft of history”, these essays live on the time boundary between journalism and research; identifying trends, challenges and questions facing the world of public affairs. As such, this inspiring book is essential reading for all practitioners and students of public affairs, as well as for policy-makers, business and the media.

Whether focusing on the balance of transatlantic alliances, the growing influence of civil society or the subtleties found in relations between corporations and governments, Tom Spencer provides rich commentary on the evolution of the public affairs function as it relates to power. In one essay, he notes that "nowadays, it seems impossible to have a dinner party of public affairs practitioners without discovering at least two people with intelligence backgrounds".

Tom Spencer's book is inspiring, thought-provoking and sometimes downright controversial.

Tom Spencer is one of the more colourful of MEPs past and present. He is also one of the brightest figures ever to be engaged in the EU's development on which, ironically as a British Conservative MEP, he exerted positive influence.

Anyone who thought they could write-off Tom after his sudden departure from the European Parliament must now think again. He has stamped his intellectual authority on the political process, now with a seminal book `Public Affairs & Power'.

Sub-titled Essays in a time of fear the collection of 15 thought provoking articles add up to a deep analysis of where both Europe and America are heading. Both have reached a crossroads and it is Tom's thesis that much of the solution rests in the hands of the public affairs industry... View the complete EU Reporter review as PDF

“Tom is, as ever, playful, passionate, political and persuasive. Parliament's loss is public affairs' gain.”
Bill Newton Dunn, MEP.

“People pursue the target they can deal with, the decision they think they can influence, rather than the target they actually face or the decision they truly need to influence... For those who want to change the world, this book is a must-have...”
Rich Hodapp, Chairman, The Mapping Alliance Inc., Miami.

“Well thought out; well phrased; well worth reading. Read one essay a day for two weeks and you will be able to sharpen your performance as PA practitioner.”
Erik Jonnaert, Director Corporate External Relations EMEA, Proctor and Gamble.
